In collaboration with Friedrich-Alexander-Universität Erlangen-Nürnberg (FAU).<h1>Executive Summary</h1>This report highlights the pathways available when working in the digital archive of Mnemonic, enabling the critical use of open-source content to understand the attacks on schools during the Syrian conflict. Specifically, we have explored the extent to which the archive's content is relevant to revealing attacks on schools, as well as how the digital archive provides additional materials that can aid in established cases of attacks on schools. To do so, we have taken two separate approaches, exploring (1) to what extent digitally archived user-generated content and open-source digital materials can provide context of attacks and violations against the right to education, and (2) how Syrian Archive/ Elfehrest can be used to find additional/relevant information for already existing geolocation of school incidents. The emphasis of this study is on the research process rather than the specific number of identified school incidents, as understanding and refining the methodology is crucial for ensuring the rigor, reproducibility, and broader applicability of archived open-source content. In total, we have reviewed 1,135 pieces of open-source materials stored in Syrian Archive, including social media posts, videos, and photos, which we refer to as “observations.” For each explorative path taken, we present 10 case studies of schools which have allegedly been attacked. Our findings highlight the complexity of archived user-generated content, such as the differing challenges and opportunities of the various types of data, as well as the complexity with different spellings and dialects. On 02 May 2013, the town of Al-Bayda, located in the&nbsp; of Tartus governorate, was subjected to a large-scale assault from multiple fronts, resulting in a tragedy that affected the town, home to approximately 6,000 people. The operation left hundreds dead and detained, including women and children, in addition to the burning and looting of homes and the displacement of residents.In its database, the Syrian Archive preserved 171 records from available sources (videos, statements, reports), including 95 unique records. The preserved records include shocking videos of the victims and the extent of the destruction, as well as footage depicting potential perpetrators of these violations.The data documented by the Syrian Archive included 55 records (links) showing killings in the town of Al-Bayda, and harrowing scenes of families—including men, women, and children—who were killed inside their homes, in public squares, and on the streets, as well as footage showing piles of charred bodies inside a store.As for other violations, the data included five links documenting arrests in the town, two links referring to cases of rape, 23 video clips showing burning houses and material damage, and eight links depicting shelling and columns of smoke rising from the town’s neighbourhoods.The casualties figures varied; a<a href="https://www.hrw.org/ar/report/2013/09/13/256470">&nbsp;Human Rights Watch</a> investigation documented 167 names of people who died at the time, including at least 23 women and 14 children. Meanwhile, the<a href="https://snhr.org/public_html/wp-content/pdf/arabic/Blatant_Ethnic_cleansing_in_Syria.pdf">&nbsp;Syrian Network for Human Rights</a> documented in its report at the time the deaths of 264 people by name, including 28 women and 34 children.The data reveals consistent testimonies from survivors of the Al-Bayda massacre, who reported that the assailants separated men from women and executed them on the spot by shooting, beheading, crushing their skulls with stones, or by burning them, going so far as to wipe out entire families. This was accompanied by looting and the burning of homes, cars, and motorcycles.By cross-referencing geographical landmarks, the Syrian Archive was able to identify locations in the town where individuals in camouflage uniforms and others in black military uniforms were present—specifically around the main square, near a mosque, and on public roads—the very same locations where the dead bodies appeared in the video footage.Regarding the identification of the parties involved, the Syrian Archive was able to identify images of personnel deployed throughout the town. Reports and video footage indicate the participation of both Assad government forces (as evidenced by the appearance of the Special Forces emblem) and the National Defence Forces (videos show the National Defence Forces emblem), Reports also included allegations of the involvement of members of the Assad government’s security forces and the Popular Committees, as well as armed groups from neighbouring villages . In the same context, the involvement of the Lebanese Hezbollah and the militia Syrian Resistance for the Liberation of the Iskenderun in the massacre was also noted.The importance of this documentation is underscored by the Syrian Archive’s observation that 83 videos of the massacre have been removed from social media platforms, making them accessible only through preserved copies in the Archive’s database. This is an example of the impact of the platforms' moderation policies, which have resulted in the removal of hundreds of thousands of videos documenting violations and war crimes in Syria; thereby threatening the potential loss of evidence and hindering efforts to achieve justice and hold perpetrators to account.Through its work in preserving open-source materials related to human rights in Syria, the Syrian Archive seeks to protect the historical narrative and ensure that these documents are preserved as a primary reference for future transitional justice efforts.&nbsp;

Position PaperOn the Transitional Justice Process and Cooperation with the National Transitional Justice Commission27 April 2026The undersigned Syrian victims’ associations and civil society organizations affirm that transitional justice constitutes a fundamental pillar of any serious path toward building sustainable peace and stability in Syria. It is impossible to envision a genuine political and social transition toward a state based on equal citizenship, rights and duties, and the rule of law without addressing the legacy of gross human rights violations and guaranteeing the rights of all victims—without discrimination—to truth, justice, accountability, reparations, and guarantees of non-recurrence. They also affirm that the transitional justice process must recognize victims as equal citizens—regardless of the parties or individuals responsible for the violations committed against them—and must be grounded in their active participation in shaping their future.The group believes that the meaningful participation of civil society and victims’ associations is not merely a technical or advisory contribution, but rather an inherent right, as they are direct stakeholders and active actors with legitimate standing in designing the future of justice in the country. Accordingly, the coalition of Syrian associations and organizations initiated a broad consultation and review process of the draft law and related policies on transitional justice. They submitted their expertise and observations to the National Transitional Justice Commission to ensure the inclusiveness of the process and to contribute to the development of a legal framework that reflects international best practices in transitional justice while aligning with the local Syrian context. This expertise builds on years of accumulated joint work supporting this path, including recent efforts to formulate a shared vision for transitional justice in Syria and the launch of the document “General Principles on Justice, Truth, and Equity” in September 2025.While emphasizing that the success of the transitional justice process requires genuine openness from transitional justice bodies and institutions to the expertise of civil society and victims’ associations, and also requires ensuring the effective participation of victims and their representatives at all stages of designing and implementing transitional justice pathways, the group prepared a detailed memorandum exceeding seventy pages of legal, technical, and operational observations on the draft law and submitted it in writing to the Commission. This memorandum focused on several core issues related to the effectiveness and inclusiveness of the transitional justice process. Among the most important points emphasized were:<ol><li>The law must be written in precise, neutral legal language with clearly defined terminology and must completely avoid any political language, expressions, or terms that create political narratives affecting legal neutrality. </li><li>The law must adopt an objective and comprehensive definition of transitional justice that includes all gross human rights violations, regardless of the parties or individuals responsible for them or suspected of committing them. The law must recognize the complex nature of the armed conflict in Syria and the multiplicity of parties involved, ensuring that violations committed by all such parties are addressed without discrimination, and must not limit the scope of transitional justice to crimes “caused by the Assad regime.” </li><li>The law must explicitly provide a comprehensive definition of victims that ensures recognition of all of them and guarantees their equal enjoyment of the rights resulting from that status, without exclusion or discrimination in access to truth, justice, and reparations, regardless of the parties or individuals responsible for the violations, or whether those responsible have been identified. </li><li>The temporal scope of the law must be expanded to include all crimes and violations committed after 8 December 2024 until the adoption of a permanent constitution for the country, preventing any legal vacuum in addressing gross violations during the transitional period. It should also include, through some transitional justice mechanisms—particularly the right to truth, recognition, and memorialization—violations whose roots go back to before 1970, ensuring that the historical context of these violations is not overlooked. </li><li>The law must include clear provisions guaranteeing the effective and meaningful participation of victims, their families, victims’ associations, and civil society organizations in all stages of the transitional justice process, including participation in decision-making, the design of relevant policies and mechanisms, and their implementation, follow-up, and monitoring. </li><li>The law must include clear legal guarantees ensuring the institutional independence of the National Commission for Transitional Justice and the independence of its members, along with clear mechanisms for appointment, dismissal, and replacement, and a precise definition of its relationship with the executive and judicial branches to ensure cooperation without subordination or interference. It must also establish clear organizational rules for distributing competencies among the various committees and units within the Commission and define lines of responsibility and coordination to prevent overlap and conflict. </li><li>The law must explicitly provide for full compliance with and supremacy of international law in interpreting and applying its provisions, including respect for victims’ rights, judicial independence, fair trial standards, the definition of crimes and criminal responsibility according to international law, the prohibition of the death penalty, and recognition of enforced disappearance as a distinct international crime. </li><li>A gender-sensitive approach must be adopted across all components of transitional justice, including ensuring equal participation and representation of women and appropriate responses to the harms they have suffered.&nbsp;</li></ol>At the same time, the undersigned associations and organizations express concern regarding the handling of certain issues related to gross violations, reparations, accountability, or political settlements outside the framework of transitional justice and through mechanisms separate from it, in the absence of clarity, transparency, and a governing legal framework for such procedures. This could lead to the politicization of the entire process and reinforce impunity.They emphasize the importance of addressing all issues related to truth-seeking, accountability, and reparations within an integrated transitional justice framework that guarantees respect for victims’ rights, strengthens the principles of transparency and accountability, contributes to building public trust in the transitional justice process and its institutions as well as state institutions, and ensures complementarity of roles.They also stress that the success of the transitional justice process requires the National Commission for Transitional Justice to adopt a clear and explicit approach that considers civil society and its institutions as essential partners in making this process succeed, and to ensure the protection of civic space beyond its own processes. The undersigned organizations express concerns at the challenges and risks faced by civil society as a result of attempts by other entities to restrict or constrain civic space through burdensome and obstructive administrative, security, or political measures. They affirm that the future Syria must refrain from any practices that reproduce the patterns of exclusion that paved the way for the painful past violations suffered by Syrians, as such protection constitutes a structural condition for guaranteeing non-recurrence. This makes it imperative for the National Commission for Transitional Justice to be the first body to demand and work toward such protection, including by demanding reform and the end of such practices as part of guarantees of non-recurrence.In conclusion, the undersigned associations and organizations affirm that transitional justice is not merely a legal framework or a formal governmental process, but rather a long-term political and social process that requires serious political will and allows for civil, political, and social interaction serving the interests of a transitional justice path that addresses the legacy of violations, delivers justice to victims, rebuilds the relationship between the state and society on the basis of trust, accountability, and mutual recognition, and lays the foundations for a future based on justice, dignity, and the rule of law.From this perspective, the undersigned associations and organizations affirm that they will continue to play their role in following up on and monitoring this process and in providing the knowledge and expertise necessary to support the development of the legal and institutional framework for transitional justice in Syria in a way that enhances its effectiveness and inclusiveness. والتقنية والعملياتية لمسودة مشروع القانون، وقدمتها مكتوبة إلى الهيئة. وركزت هذه المذكّرة على عدد من القضايا الأساسية المرتبطة&nbsp;بفعالية وشمولية مسار العدالة الانتقالية، ومن بين أهمّ الأمور التي تم التركيز عليها:&nbsp;<ol><li>وجوب أن يكتب القانون بلغة قانونية محايدة دقيقة مضبوطة المصطلحات&nbsp;وأن يجتنب مطلقاً أية لغة سياسية، وأية عبارات وأي مصطلحات تفضي إلى سرديات سياسية تؤثر على الحياد القانوني.</li><li>وجوب أن يعتمد القانون&nbsp;تعريفاً موضوعياً وشاملاً للعدالة الانتقالية، يتضمن جميع الانتهاكات الجسيمة لحقوق الإنسان، بصرف النظر عن الجهة أو الأفراد المسؤولين عنها أو المشتبه فيهم ارتكابها. وضرورة أن يلحظ القانون الطابع المركب للنزاع المسلح في سوريا وتعدد الأطراف المنخرطة فيه، ويكفل معالجة الانتهاكات المرتكبة من قبل تلك&nbsp;الأطراف دون تمييز، وألا يحصر نطاق العدالة الانتقالية بالجرائم "التي تسبب بها نظام الأسد". </li><li>وجوب النص بوضوح على&nbsp;تعريف شامل للضحايا على نحو يضمن&nbsp;الاعتراف بهم جميعاً؛ ويضمن تمتعهم المتساوي بالحقوق المترتبة على ذلك دون استثناء أو تمييز في الوصول إلى الحقيقة والعدالة وجبر الضرر،&nbsp;بغضّ النظر عن الجهة أو الأفراد المسؤولين عن الانتهاكات، أو عما إذا كان قد جرى تحديد المسؤولين عن الانتهاكات أم لا.</li><li>توسيع النطاق الزمني للقانون ليشمل جميع الجرائم والانتهاكات المرتكبة بعد 8 كانون الأول/ديسمبر 2024 وحتى اعتماد دستور دائم للبلاد، بما يمنع نشوء أي فراغ قانوني في التعامل مع الانتهاكات الجسيمة خلال المرحلة الانتقالية. وأن يشمل أيضاً، من خلال بعض آليات العدالة الانتقالية، ولا سيما الحق في معرفة الحقيقة والاعتراف وتخليد الذكرى الانتهاكات التي تعود جذورها إلى ما قبل 1970، بما يضمن عدم إغفال السياق التاريخي لهذه الانتهاكات ومعالجته.</li><li>وجوب تضمين القانون أحكاماً واضحة تكفل&nbsp;المشاركة الفاعلة والهادفة للضحايا وذويهم وروابط الضحايا ومنظمات المجتمع المدني في جميع مراحل مسار العدالة الانتقالية، بما في ذلك المشاركة في اتخاذ القرار وتصميم السياسات والآليات ذات الصلة وتنفيذها ومتابعتها ومراقبتها.</li><li>وجوب إدراج ضمانات قانونية واضحة تكفل&nbsp;الاستقلال المؤسسي للهيئة الوطنية للعدالة الانتقالية واستقلال أعضائها وعضواتها، وآليات واضحة للتعيين والعزل والاستبدال، وتحديد دقيق لطبيعة العلاقة مع السلطتين التنفيذية والقضائية لضمان&nbsp;التعاون دون التبعية أو التدخل. ووضع قواعد تنظيمية واضحة لتوزيع الاختصاصات بين اللجان والوحدات المختلفة داخل الهيئة، وتحديد خطوط المسؤولية والتنسيق لمنع التداخل والتعارض.</li><li>وجوب النص صراحة على&nbsp;الامتثال الكامل للقانون الدولي وسموّه في تفسير وتطبيق أحكام القانون، بما يشمل احترام حقوق الضحايا وضمان استقلال القضاء ومعايير المحاكمة العادلة، وتعريف الجرائم والمسؤولية الجنائية لمرتكبيها وفق القانون الدولي، وحظر عقوبة الإعدام، والاعتراف بجريمة الاختفاء القسري بوصفها جريمة دولية قائمة بذاتها.</li><li>وجوب اعتماد&nbsp;مقاربة تراعي النوع الاجتماعي في مختلف مكونات العدالة الانتقالية، بما يشمل ضمان&nbsp;المشاركة والتمثيل المتساوي للنساء والاستجابة الملائمة للأضرار التي لحقت بهن.</li></ol>&nbsp;في الوقت ذاته، تعرب الروابط والمنظمات الموقعة عن&nbsp;قلقها إزاء معالجة بعض القضايا المرتبطة بالانتهاكات الجسيمة أو جبر الضرر و المحاسبة أو التسويات السياسية&nbsp;خارج إطار مسار العدالة الانتقالية وعبر آليات منفصلة عنه وفي&nbsp;غياب الوضوح والشفافية والإطار القانوني الناظم لهذه الإجراءات، الأمر الذي قد يؤدي إلى تسييس العملية برمتها وتعزيز الإفلات من العقاب.&nbsp;وتؤكد الروابط والمنظمات في هذا السياق أهمية أن تتم معالجة جميع القضايا المرتبطة بكشف الحقيقة والمساءلة وجبر الضرر ضمن&nbsp;إطار متكامل للعدالة الانتقالية، بما يكفل احترام حقوق الضحايا ويعزز مبادئ الشفافية والمساءلة ويسهم في بناء الثقة العامة في مسار العدالة الانتقالية ومؤسساتها ومؤسسات الدولة، ويحقق تكامل الأدوار.&nbsp;&nbsp;كما تشدد أن نجاح مسار العدالة الانتقالية يقتضي أن تتبنى هيئة العدالة الانتقالية مقاربة واضحة وصريحة تعتبر المجتمع المدني ومؤسساته شركاء أساسيين في إنجاح هذا المسار، وأن تضمن&nbsp;حماية الحيّز المدني بما يتجاوز نطاق عملياتها الخاصة. وتعرب الروابط والمنظمات الموقعة عن قلقها إزاء التحديات والمخاطر التي تواجه المجتمع المدني نتيجة محاولات من جهات أخرى لتقييد أو تضييق الحيّز المدني بإخضاعه لقيود إدارية أو أمنية أو سياسية مرهقة ومعرقلة، وتؤكد أن&nbsp;سوريا المستقبل يجب أن تمتنع عن&nbsp;أي ممارسات قد تعيد إنتاج أنماط الإقصاء التي مهّدت للانتهاكات المريرة السابقة التي عانى منها السوريين والسوريات، إذ تشكّل هذه الحماية شرطاً بنيوياً لضمان عدم التكرار، مما يجعل من الضروري أن تكون هيئة العدالة الانتقالية الجهة الأولى التي تطالب وتعمل من أجل هذه الحماية، بما في ذلك المطالبة&nbsp;بإصلاح هذه الممارسات وإنهائها كجزء من ضمانات عدم التكرار.وفي الختام، تؤكد الروابط والمنظمات الموقعة أن العدالة الانتقالية ليست مجرد إطار قانوني أو مسار رسمي حكومي فحسب، بل هي&nbsp;عملية سياسية واجتماعية طويلة الأمد؛ تتطلب إرادة سياسية جادة تسمح بتفاعل مدني سياسي اجتماعي يصب في مصلحة مسار عدالة انتقالية تعالج إرث الانتهاكات وتنصف الضحايا وتعيد&nbsp;بناء العلاقة بين الدولة والمجتمع على أساس الثقة والمساءلة والاعتراف المتبادل، وتضع الأسس لمستقبل قائم على العدالة والكرامة On the fifteenth anniversary of the start of the Syrian revolution, and for the second consecutive year without Assad's rule, we revisit the beginnings and the subsequent profound changes to the lives of Syrians, to underscore the importance of the testimonies, experiences, and documents they have preserved chronicling this pivotal phase in Syria’s history.Individual memories, narratives of survivors, and the lived experiences shared across various platforms available to Syrians over the past decade and a half constitute a vast and critically important repository of knowledge for understanding the history and transformations of the Syrian revolution throughout that period.We have worked and continue to work at the Syrian Archive to preserve and protect these memories, not only as an act of resistance against forgetfulness, but also to prevent it from being ignored in any attempt to impose alternative narratives. We do this out of loyalty to ourselves and to the truth, out of commitment to justice for victims, and out of a sense of responsibility toward future generations, who have the right to know and the right to a better future.Over the course of more than a decade since its founding, the Syrian Archive team has managed to collect and verify open-source materials, making it an important source of evidence regarding human rights violations and crimes committed against Syrians, and a tool supporting efforts toward justice and accountability, which form the solid foundation for the hoped-for process of reconstruction and stability after the end of conflict.These materials offer as well a multimedia account of lived experiences and the efforts of journalists, particularly through citizen journalism, which was the only means available to convey the reality of the repression and violence faced by regions rising up against Assad.Today, at the Syrian Archive, we can only look to the past as a driving force toward building a more dignified future for Syrians, and we reaffirm our commitment to preserving memory, so that the archive remains one of the tools that contribute to the pursuit of justice, the advancement of accountability, and the fight against impunity in Syria.

خمسة عشر عامأ على الثورة .... الذاكرة كركيزةٍ للعدالة وبناء المستقبل

Today marks the first anniversary of December 8, the day Syria was freed from Assad’s rule after decades of oppression and more than 13 years of revolution. This moment—paved by the blood of martyrs, the pain of the forcibly disappeared and their families, and the tragedies of the displaced—is a milestone in Syria's history. One that is worthy of celebration, commemoration, and remembrance. But, it also presents us with great responsibilities to achieve justice, consolidate civil peace, and mend the societal rift that the conflict in Syria has left it in its place.Among the most important of these responsibilities is the continued monitoring and documentation of any human rights violations in post-Assad Syria. This is to ensure such tragedies are not repeated, support fact-finding mechanisms and committees, and strengthen the paths to justice and accountability. Equally as important&nbsp; is the preservation of records and evidence that are newly and widely accessible after the fall of Assad’s rule and the absence of clear mechanisms to guide their coordinated preservation and protection. This responsibility to collect and safeguard is more urgent today than ever before: these materials hold irreplaceable national, historical, cultural, and legal value. They also have a role in enhancing the digital and non-digital evidence already collected that document the last decades of Syria under the Assad family.This guide is a collection of tips on archiving and preservation drawn from the experiences of Syrian Archive and other organizations. The most important of these tips include:&nbsp;&nbsp;1.&nbsp;Protect records and evidence from loss and damage- Secure storage: Ensure that records and evidence are kept in a secure environment that protects them from physical or digital damage. Specifically, we call upon anyone with access to records and evidence to follow the guidelines and instructions of specialized organisations and institutions including the Syria Civil Defense (<a href="https://x.com/SyriaCivilDefe/status/1867889720975356187">The White Helmets</a>), the International Institution for Missing Persons (<a href="https://iimp.un.org/sites/default/files/2024-12/IIMP_Statement%2020241212_Ar.pdf">IIMP</a>), International Committee of the Red Cross (<a href="https://www.icrc.org/en/news-release/syria-35000-registered-missing-13-years-conflict-icrc-helps-families-seek-answers">ICRC</a>), and the International Commission on Missing Persons&nbsp;<a href="https://x.com/TheICMP/status/1865429023427338455">(ICMP)</a>. The UN IIIM for Syria also released a short reference sheet of guiding principles, available in&nbsp;<a href="https://iiim.un.org/wp-content/uploads/2024/12/Guiding-Principles-on-collecting-and-preserving-evidence_final.pdf">English</a> and&nbsp;<a href="https://iiim.un.org/wp-content/uploads/2024/12/Guiding-Principles-on-collecting_AR.pdf">Arabic</a>.- Digitisation of documentary evidence: Keep in mind the importance of secure storage and – when possible and safe to do so – converting paper documents into high-quality digital copies to protect them from physical damage at the same time as securing the paper assets in appropriate conditions. Online resources are available on how to digitize physical documents and preserve them as archives, including the “<a href="https://www.ica.org/app/uploads/2024/07/ICA-Digitization-Manual-English-updated-12-07-2024_compressed.pdf">Practical Guide To Emergency Digitization Of Paper-Based Archival Heritage</a>” published by ICA.&nbsp;-&nbsp; Ownership: Protect the newly available records and evidence from tampering or illicit trafficking. Anyone working in Syria must recognise and prioritise a duty to and evidence ownership by the Syrian people.2.&nbsp;Organise the archiving process to ensure transparency and non-duplication of efforts- Investment in Syrian teams: Coordinate specialized training to local teams, NGOs, and first responders on how to document and preserve records and other evidence according to international standards. Direct leadership, coordination, and capacity expansion resources to already-trained and established Syrian organisations working in this space.- Process documentation: Carefully record all steps taken, methodologies used, and other processes of research, handling, preservation and archiving – including chain of custody, wherever possible – to ensure transparency and to enhance both the credibility and evidential value of the work being done.- Cooperation with the Syrian Archive: The Syrian Archive – an archive of open source, digital information relevant to the documentation of human rights violations and international crimes in Syria – is ready and willing to cooperate with all relevant actors to organise efforts, and ensure they are not duplicative. The Syrian Archive has in place clear workflows and policies to intake archiving requests from external partners in such a way that ensures transparency, reliable documentation, good safekeeping of the records, and safe access to information at a later date.&nbsp;(Reach out to&nbsp;<a href="mailto:info@syrianarchive.org">info@syrianarchive.org</a> to share online materials that you need archived.)3.&nbsp;Maintain focus on the stakes and purpose- Collective national memory: Recognise that these records and evidence form part of a living national memory that documents the suffering and rights of Syrians and contributes to the formulation of a historical narrative of what Syria has witnessed these last decades.&nbsp;- Transitional justice: These records and evidence will help reveal the truth of the Syrian experience over the last decades and facilitate mechanisms to achieve accountability for the harms done, so that Syrians may reconcile with the past in order to embrace a free, just, and peaceful future.&nbsp;- Fulfillment of the rights of families, survivors, and victims: secure preservation and proper handling of documents and evidence is a cornerstone in safeguarding the&nbsp;<a href="https://icmp.int/the-missing/rights-of-families-of-the-missing/">rights&nbsp;</a>of victims, survivors and families – and an invaluable tool toward achieving their&nbsp;<a href="https://www.impunitywatch.org/wp-content/uploads/wix-legacy/f3f989_ea2bcacb68664b52a2b9dc090b3c775e.pdf">vision for justice</a>.&nbsp;To our partners, the documenters, and any people with access to potential evidence: we call on you to prioritise preservation in order to safeguard our future. يصادف اليوم الذكرى السنوية الأولى على الثامن من ديسمبر، اليوم الذي تخلصت فيه سوريا من حكم الأسد بعد عقود من القمع وما يزيد عن 13 عامًا من الثورة. هذه اللحظة التي عُبّد طريقها بدماء الشهداء، وآلام المغيّبين قسريًا وأهاليهم، ومآسي المهجرين تعدّ محطة مفصلية في تاريخ سوريا؛ جديرة بالاحتفال والاحتفاء والتذكّر؛ لكنها تضعنا أيضًا أمام مسؤوليات كبيرة لتحقيق العدالة؛ ترسيخًا للسلم الأهلي ورأبًا للصدع المجتمعي الذي غذّاه وتغذّى عليه النزاع في سوريا.&nbsp;من أهم هذه المسؤوليات الاستمرار في توثيق ورصد أي انتهاك لحقوق الإنسان في سوريا ما بعد الأسد، لضمان عدم تكرار المآسي، ودعم آليات ولجان تقصّي الحقائق وتعزيز مسارات العدالة والمساءلة.ويأتي على الدرجة نفسها من الأهمية الحفاظ على السجلات والأدلة التي باتت في متناول الكثيرين بعد سقوط حكم الأسد وغياب آليات وأنظمة واضحة لحفظها وحمايتها بشكل منسق. إن الحاجة إلى صون هذه المواد، على تفاوت أنواعها ومصادرها واستخداماتها، صارت ملحّة اليوم أكثر من أي وقت سابق، لما تمثله من قيمة وطنية وتاريخية وقانونية لا يمكن تعويضها. بالإضافة إلى دورها في تعزيز الأدلة الرقمية وغير الرقمية التي جُمعت بالفعل والتي توثق العقود الأخيرة من سوريا تحت حكم عائلة الأسد.جمعنا في هذا الدليل نصائح حول الأرشفة والحفظ، مستمدة من خبرة الأرشيف السوري ومؤسسات أخرى مختصة في المجال ذاته. فيما يلي أبرز هذه النصائح:1. صون السجلات و الأدلة من الضياع والتلف- التخزين الآمن: ضمان حفظ السجلات و الأدلة في بيئة آمنة تحميها من التلف المادي أو الرقمي. بشكل محدد، ندعو أي شخص لديه إمكانية الوصول إلى السجلات والأدلة إلى اتباع إرشادات وتعليمات المنظمات والمؤسسات المتخصصة بما في ذلك الدفاع المدني السوري (<a href="https://x.com/SyriaCivilDefe/status/1867889720975356187">الخوذ البيضاء</a>)، والمؤسسة الدولية للمفقودين (<a href="https://iimp.un.org/sites/default/files/2024-12/IIMP_Statement%2020241212_Ar.pdf">IIMP</a>)، واللجنة الدولية للصليب الأحمر (<a href="https://www.icrc.org/en/news-release/syria-35000-registered-missing-13-years-conflict-icrc-helps-families-seek-answers">ICRC</a>)، واللجنة الدولية للمفقودين (<a href="https://x.com/TheICMP/status/1865429023427338455">ICMP</a>). كما أصدرت الآلية الدولية المستقلة لسوريا التابعة للأمم المتحدة ورقة مرجعية قصيرة للمبادئ التوجيهية، متوفرة&nbsp;<a href="https://iiim.un.org/wp-content/uploads/2024/12/Guiding-Principles-on-collecting-and-preserving-evidence_final.pdf">باللغتين الإنجليزية</a> و&nbsp;<a href="https://iiim.un.org/wp-content/uploads/2024/12/Guiding-Principles-on-collecting_AR.pdf">العربية.</a>- رقمنة الوثائق: مراعاة أهمية الحفظ الآمن للوثائق و الأدلة، و تحويل الوثائق الورقية إلى نسخ رقمية عالية الجودة كلما كان ذلك ممكنًا، لحمايتها من التلف المادي مع الحفاظ على الأصول الورقية في ظروف مناسبة. تتوافر عبر الإنترنت مصادر حول كيفية رقمنة الوثائق المادية وحفظها كأرشيف، من بينها "<a href="https://www.ica.org/app/uploads/2024/07/ICA-Digitization-Manual-English-updated-12-07-2024_compressed.pdf">الدليل العملي للرقمنة الطارئة للتراث الأرشيفي الورقي</a>" المنشور من قبل المجلس الدولي للأراشيف (ICA).&nbsp;- الملكية: حماية السجلات والأدلة المتاحة حديثًا من العبث أو الاتجار غير المشروع. يجب أن تكون&nbsp; حماية الأدلة وضمان ملكيتها للشعب السوري على رأس أولويات العاملين في المجال.2. تنظيم عملية الأرشفة لضمان الشفافية وعدم تكرار الجهود- الاستثمار في الفِرق السورية: تنسيق التدريب المتخصص للفرق المحلية والمنظمات غير الحكومية وفرق الاستجابة الأولية حول كيفية توثيق وحفظ السجلات وغيرها من الأدلة وفقًا للمعايير الدولية. توجيه القيادة والتنسيق وموارد توسيع القدرات للمنظمات السورية المدربة والموجودة بالفعل والتي تعمل في هذا المجال.- توثيق العملية: العناية بتسجيل جميع الخطوات المتخذة والمنهجيات المستخدمة وغيرها من عمليات البحث والمعالجة والحفظ والأرشفة -بما في ذلك سلسلة العهدة حيثما أمكن ذلك -لضمان الشفافية وتعزيز مصداقية العمل وقيمته الإثباتية.- التعاون مع الأرشيف السوري: الأرشيف السوري -وهو أرشيف للمعلومات الرقمية مفتوحة المصدر ذات الصلة بتوثيق انتهاكات حقوق الإنسان والجرائم الدولية في سوريا -مستعد وراغب في التعاون مع جميع الجهات الفاعلة ذات الصلة لتنظيم الجهود وضمان عدم تكرارها. لدى الأرشيف السوري سير عمل وسياسات واضحة لتلقي طلبات لأرشفة المواد مفتوحة المصدر من شركاء خارجيين بشكل يضمن الشفافية والتوثيق الفعّال والحفظ الجيد للسجلات والوصول الآمن إلى المعلومات في وقت لاحق. عام على سوريا الحرة: حكم الأسد انتهى، لكن التوثيق لم ينتهِ

On 8 December 2024, a new chapter in Syrian history started. The toppling of the Assad government brought an end to a bloody conflict that followed the 2011 revolution and demands of the Syrian people for freedom and democracy. It also&nbsp; concluded decades of the oppressive dictatorial rule of the Assad family.&nbsp;Ten years prior, in December 2014, the Syrian Archive initiative was launched to collect and preserve open source information documenting human rights violations and international crimes in Syria after 2011, with the aim of creating a digital memory and a tool to support efforts of justice, accountability and evidence-based advocacy.Over the span of this decade, Syrian Archive became the founding programme of what is now&nbsp;<a href="https://mnemonic.org/">Mnemonic</a>: an organization dedicated to archiving, investigating and documenting digital content as well as to helping human rights defenders more effectively use digital documentation of human rights violations and international crimes to support advocacy, justice and accountability in various contexts and geographical areas around the world.Within ten years, Syrian Archive has preserved more than 6 million records, produced and published numerous in-depth investigative reports and thematic datasets, and contributed to legal cases and fillings to courts and other investigative bodies in Germany, France, Sweden, and Switzerland – among others.To mark this occasion, the team organised a webinar on 11 December 2024, bringing together several experts and partners in a panel decision to reflect on the role of Syrian Archive. The webinar was attended by 86 people from various Syrian and international organisations, in addition to the panelists and members of the wider Mnemonic team.&nbsp;The webinar started with a presentation by&nbsp;Hadi Al Khatib, Managing Director of Mnemonic, who shared the story of Syrian Archive and its achievements over the decade. Then, Syrian photojournalist&nbsp;Muzzaffar Salman provided an analysis of the role of visual, open source content in shaping narratives and preserving memories. Building on that, the Creative Director of&nbsp;<a href="https://www.bellingcat.com/">Bellingcat</a>,&nbsp;Eliot Higgins, highlighted the critical significance and challenges of verification and categorisation of such content – emphasising also the significance of the breadth and quality of work done by Syrian Archive. A special focus was given as well to the utility of verified and preserved open source records.&nbsp;Nisreen Habib, the Head of the Feminist Research Unit at the Syrian organisation&nbsp;<a href="https://women-now.org/">Women Now for Development</a> drew on the experience of collaborating with Syrian Archive to use open source information to anchor the testimonies and accounts of victims and survivors of human right violations. The discussion was further enriched by interventions from&nbsp;Ibrahim Alkasem, a Syrian lawyer and advisor on international law, and from&nbsp;Tareq Hukan, a Syrian lawyer with the Strategic Litigation Unit at the<a href="https://scm.bz/en/"> Syrian Center for Media and Freedom of Expression (SCM)</a>, as both provided practical examples of the role of Syrian Archive in the pursuit of accountability, including via criminal justice and – more generally – strengthening case building for strategic litigation initiatives.The event concluded by looking ahead, emphasising the hope and opportunity created by this historic turn of events in Syria, as well as the responsibility to continue the work to advance justice and accountability for Syria and Syrians. With this new opportunity, Syrian Archive looks forward to contributing to a transitional justice process of truth-telling, preserving memory, and establishing guarantees of non-recurrence.&nbsp;

A decade of preserving digital evidence and safeguarding narrative 10th anniversary webinar

In an era defined by digital interconnectedness, information saturates our daily lives, readily accessible with a tap on our screens. The term &quot;open source data&quot; has likely crossed your path, especially in the realm of social media. But what precisely does it entail, and why should it matter to you?
Open source data refers to information openly available to the public, often found on the internet. This encompasses a significant amount of content, including social media posts, videos, and various online resources. And anyone can dive in and access information without restrictions. 
Imagine the potential when investigators leverage this vast data pool for open source investigations, particularly in risky locations or areas with restricted access. This becomes a crucial resource for independent journalists, international news agencies, UN investigation bodies, and global human rights organizations.
Picture this scenario: an ordinary user&#39;s social media video becomes a valuable piece of evidence contributing to a human rights violation or war crimes case.
That is where the Syrian Archive’s role comes into the picture. We use verified user-generated content to aid in criminal case-building and human rights research. The Syrian Archive meticulously preserves the open-source documentation of creators, witnesses, and victims, allowing for the reconstruction of memories and paving the way for justice and accountability.

<h3>1- Collection</h3>
Researchers identify and collect open source information relevant to Syrian Archive’s objectives through 3 online processes:
<ul>
<li>General monitoring: Researchers conduct activities aligned with the program&#39;s objectives, maintaining updated records of monitoring activities and sites.</li>
<li>Inquiry-specific searching: Projects driven by specific research questions are pursued, and researchers collect relevant open source information related to these inquiries.</li>
<li>Automated archiving: Syrian Archive maintains a vetted &quot;source book&quot; of channels and accounts that consistently post relevant information and are automatically archived. This list is frequently reviewed and updated.</li>
</ul>
All collected information during monitoring and search is then submitted for preservation.
<h3>2- Archiving</h3>
Our  secure preservation tools and methodology ensure that collected content is not lost if it is taken offline. 
Syrian Archive researchers submit the content for preservation by our in-house tool, Diwan. Diwan – which in Arabic means “register” or “small book for taking notes” – was developed in collaboration with accountability mechanisms, other archival organizations, lawyers and journalists. Preserving the content in this way helps us to secure the data’s integrity and prove the reliability of the archive’s records – both of which are essential if we want to use the archives for evidence.
The archived materials and associated metadata also preserved with each link are then available to Syrian researchers for review via our in-house archive interface and data analysis platform, Elfehrest, which means “the index” in Arabic. This platform is specifically designed to facilitate open source information analysis and archive-building.
<h3>3- Analysis</h3>
At the analysis stage of work, Syrian Archive researchers have three main tasks: verification, investigative analysis, and data analysis.
Verification and investigative analysis involve detailed, technical examinations of the collected information to assess its reliability and – usually – in order to answer the key questions of any investigation: where, when, what, who, and how?
Tagging and data analysis involve organizing the archive by meaningful information to reveal insightful patterns in the data. By tagging the archived materials for key information, Syrian Archive researchers potentially uncover larger trends and patterns in the collected information.
A well-organised archive could support data analysis that speaks to:

<li>Geographical or time-based trends</li>
<li>Perpetrator strategies</li>
<li>Command structures, areas of operations, and other actor mapping</li>
<li>Incident or base crime patterns</li>
<li>Patterns of circumstantial indicators of less-documented violations in open source information, like sexual violence</li>
<li>Information that may be corroborative (or not) of witness testimony</li>
<li>The contextual elements of international crimes</li>
<li>And more!</li>

<h3>4. Sharing</h3>
The resulting research is then presented in various ways such as public investigations,  public datasets, as search results, detailed investigation reports and more.

<h3>2- الحفظ/ الأرشفة</h3>

يقدم باحثو الأرشيف السوري المحتوى للحفظ بواسطة أداتنا &quot;ديوان&quot;، التي تم إنشاؤها وصيانتها من قبل فريق نيمُنك التقني. تم تطوير هذا النظام بالتعاون مع آليات المساءلة ومنظمات أرشيفية أخرى ومحامين وصحفيين. الحفاظ على المحتوى بهذه الطريقة يساعدنا في تأمين نزاهة البيانات وإثبات موثوقية سجلات الأرشيف - وهما جانبان ضروريان إذا أردنا استخدام الأرشيف كدليل.

As protests escalate again in Syria, activists face challenges in documenting ongoing events, publishing relevant and related information on social media, and preserving this sensitive information in the face of continuous reporting and deletion campaigns. Here are some tips to prolong the lifespan of online content and protect it from potential deletion:

<li>Safety first. Prioritising physical and digital security is paramount. Acquiring <a href="https://holistic-security.tacticaltech.org/">digital security skills</a> and <a href="https://digitalfirstaid.org/en/">putting them into practice</a> is vital for activists, especially in conflict areas. For example, avoid revealing identifiable information such as names, and linking accounts to identifiable email addresses or phone numbers. Use a Virtual Private Network (VPN) service when connecting to the internet. Utilise strong and varied passwords, following basic encryption protocols in communications to avoid breaches. Employ data hiding tools on devices and secure devices to mitigate risks during emergencies.</li>
<li>Upload content on multiple platforms. While Facebook remains the most commonly used platform by activists in Syria, its popularity ensures that materials reach the largest possible number of users compared to other platforms. However, as part of what seems to be a misinformation campaign, many activists’ content  is falsely flagged by third parties for allegedly violating platform guidelines or copyright infringement. This leads to an increased number of posts being deleted and subsequently lost. It is therefore advisable not to rely on a single platform and to publish content on several platforms if possible, as they are governed by different content policies. Sharing content on different platforms contributes to the wider dissemination of content and increases its likelihood of remaining on at least one platform.</li>
<li>Avoid relying on social media platforms for storage backup. Social media platforms were not intended as cloud storage services and are unstable at best. While using social media to share what is happening on the ground has been and continues to be crucial to convey different perspectives from seemingly biased media outlets, treating them as hard drives has led to the apparent loss of hundreds of thousands of pieces of content, as original copies often no longer exist. Therefore, you should not rely solely on the published version of materials on social media and should ensure to securely keep several backup copies to avoid loss in case they are deleted from platforms.</li>
<li>Understanding the rules of social media platforms. Each platform has community guidelines they uphold. Certain practices and keywords are considered by these platforms as violations of their policies.These may include threats, hate speech, racism, and violent content. Understanding and following these practices reduces the likelihood of automatic deletion of content. <li>Use multiple social media accounts. Using a single account to manage multiple Facebook pages increases the risk of losing access to those pages if the account is taken down. Therefore, it is advisable to use multiple virtual accounts if possible for uploading and sharing content.</li>

مع تصاعد الاحتجاجات مجددًا في سوريا، يواجه الناشطون تحديات في توثيق الأحداث الجارية، ونشر محتوى ذا صلة بما يجري، والحفاظ على هذه المواد الهامة في ظل حملات التبليغ والحذف المستمرة. فيما يلي بعض النصائح لإطالة عمر المحتوى على الإنترنت وحمايته من الحذف المحتمل:
1- الأمان أولاً. يجب إيلاء الأمان المادي والرقمي الأهمية القصوى. إن تعلم <a href="https://digitalfirstaid.org/ar/">مهارات اﻷمان الرقمي</a> <a href="https://holistic-security.tacticaltech.org/">وممارستها</a> أمر حيوي للناشطين في مناطق الصراع بشكل خاص. على سبيل المثال، تجنّب الكشف عن معلومات يمكن أن تعرّف بالهوية مثل الأسماء، أو الربط بمعرفات بريد إلكتروني أو رقم هاتف يمكن تحديد الهوية الشخصية من خلالها. استخدام خدمة شبكة خاصة افتراضية VPN عند الاتصال بالإنترنت. استخدام كلمات سر قوية ومتعددة، اتباع بروتوكولات التعمية الأساسية في المراسلات لتجنب الاختراق. استخدام أدوات إخفاء البيانات على الأجهزة وتعمية الأجهزة لتجنب التعرض للخطر في حالات الطوارئ.
2- رفع المحتوى على منصات متعددة: لا يزال فيسبوك المنصة الأكثر استخدامًا من قبل الناشطين في سوريا، وتكفل شعبية هذه المنصة وصول المواد لأكبر عدد من المستخدمين مقارنة بغيره من المنصات. رغم ذلك، وكجزء مما يبدو أنه حملة تضليل، يتم الإبلاغ عن الكثير من المواد التي ينشرها ناشطين من قبل أطراف ثالثة  دعوى انتهاك إرشادات المنصة أو انتهاك حقوق الملكية والنشر. يؤدي ذلك إلى حذف متزايد للمنشورات ويهدد بفقدانها. لذلك يُنصح بعدم الاعتماد على منصة واحدة ونشر المحتوى على عدة منصات، حيث تخضع لسياسات محتوى مختلفة. يسهم النشر على منصات مختلفة في انتشار المحتوى على نطاق أوسع،  كما يزيد من احتمالية بقائه على منصة واحدة على الأقل.
3- عدم الاعتماد على منصات وسائل التواصل الاجتماعي لتخزين النسخ الاحتياطية: لم تُنشأ وسائل التواصل الاجتماعي كخدمات حفظ سحابية، وهي، في أحسن الأحوال، غير مستقرة لاستخدامها لهذا الغرض. وفي حين أن استخدام وسائل التواصل الاجتماعي لنشر ما يحصل على الأرض كان ولا يزال أمرًا حيويًا وساهم في إيصال صورة مختلفة عما تروج له وسائل الإعلام التي تبدو متحيزة، فإن التعامل معها على أنها أقراص صلبة تحفظ هذه الوثائق أدى إلى فقدان مئات الآلاف من المحتوى دون وجود نسخ أصلية لدى الموثّقين. لذلك، يجب عدم الاكتفاء بالنسخة المنشورة من المواد على وسائل التواصل الاجتماعي، والحرص على الاحتفاظ بعدة نسخ احتياطية بشكل آمن لتجنب فقدها كليًا في حال حذفها من المنصات.

كيف تطيل عمر المحتوى المنشور على الإنترنت؟

History is made with documents. Without documents, it’s difficult to answer the persistent question of what occurred without veering into spaces of doubt on the one hand and diverging into differing narratives on the other. 
The development of human civilization passed through long, previously missing, stages. Traditional archiving attempts contributed greatly in preserving and providing documents that, when pieced together, build an understanding of missing moments in human civilization. Ages ago, people realized the necessity of documentation, through clay tablets or papyrus sheets, and took precautions to preserve their history in secure places. At the inception of paper, it was possible to create multiple copies of documents, which were kept in personal and private libraries and treated with care. 
Hence, it was a necessity for every civilization, whether in its divisions of countries, states, or towns, to hold an archive containing all information, from documents that ensure the protection of one’s property to personal identification to intellectual and scientific property. Classified within these archives are the histories of events and scientific and philosophical discoveries. The presence of these archives later enabled researchers to read, analyze, and build on preserved documents, translating them to present day circumstances. 
Documents have played a pivotal role in conflicts throughout the ages as victors often crafted the narrative of events. Within preserved documents and personal memoirs, however, historians are given the opportunity to look at accounts of conflicts from differing sides to better understand its variety of experiences within the conflict—often this is done through the personal accounts of the victims. 
However, modern technology has changed this equation, providing everyone with the means to document, including victims whose voices are sometimes louder than those of the perpetrators. This makes preserving these voices—in their diversity and variety—vital in building the memory of modern conflicts. 
The shift to digital and electronic archiving is an additional necessity guided by the abundance of information needing to be archived. This includes identifying ways to protect information from damage and loss and theft, as well as ensuring its permanence. Most importantly, this archiving practice requires indexing the information to ensure its access at the modern speed of information access.
The Syrian conflict demonstrates a clear example in the development of understanding archiving in the past 12 years. As urgent necessities emerged, a number of factors and changes contributed to the formation of the archive. 
Since 2011, journalists, activists, and everyday people began reporting on what was happening, and they found, through simple methods, an opportunity to prove and document daily human rights violations using social media, a new development at the outset of the conflict. The scenes published by activists on social media varied from moments of daily life to destruction, military movements, and many other moments. Soon into the conflict, there were pages specifically collecting visual content and daily news from all around Syria. These pages represent the first monitoring and archiving of social media posts from the Syrian conflict. 
However, many factors began to threaten the preservation of this content, mainly the deletion of content by social media platforms. Here, journalists realized that their channels and pages are not protected archives. From this moment, the concept of the archive returned to occupy its place as a necessity in preserving memory and ensuring the preservation of digital content. 
Beginning in 2014, the Syrian Archive assumed the role of collecting and preserving content made available online as well as organizing this information after its verification and facilitating access to the information for later use. The Syrian Archive makes its content available as a resource for researchers, journalists, and human rights defenders, through the databases and investigations available on its website. The Syrian Archive also responds to external requests for access to archived copies of posts that are no longer available online for use in advocacy or accountability efforts. 
In 2018, <a href="https://mnemonic.org/">Mnemonic</a> was established. Mnemonic, the umbrella organization of Syrian Archive, has also established other archiving projects in conflict countries, such as <a href="https://yemeniarchive.org/">Yemen</a>, <a href="https://sudanesearchive.org/">Sudan</a>, and <a href="https://ukrainianarchive.org/">Ukraine</a>, using the tools and experiences from the Syrian Archive, adjusting them to the specific context of each country. 
Like a traditional archive is in constant danger during the years of war, the digital archive has its own threats, specifically in the face of content moderation policies adopted by social media platforms. Since adoption in 2017, content moderation using artificial intelligence removes content with a disregard for contexts of online information. 
On International Archives Day, the archive’s presence in places of war and conflict is elevated to a form of resistance as it attempts to record current events as an answer to any current or future questions at all narratives, historical, and judicial levels.

يصنع التاريخ بالوثائق، فبدونها لا يمكن الإجابة على الأسئلة الملحّة الدائمة حول ماذا حدث، دون الدخول في حيّز الشك من جهة، وتباين السرديات المختلفة من جهة أخرى.
مرّ التطور الحضاري للإنسانية بمراحل طويلة غاب جزء منها، لكن محاولات الأرشفة التقليدية، ساهمت بشكل كبير في تقديم وثائق يمكن البناء عليها في محاولة لفهم الأجزاء المفقودة. من هنا بدأ الإنسان منذ عصور بإدراك ضرورة توثيق ما يحدث، عبر الرقم الطينية أو أوراق البردي، واتخذ احتياطات لحفظ هذا التاريخ من حيث اختيار الأماكن الأكثر مقاومة للفقد، والملاط الأكثر مقاومة للتلف والضياع، قبل أن تبدأ المرحلة الورقية والتي مكّنت من إيجاد نسخ متعددة والاحتفاظ بها في مكتبات عامة أو شخصية، وكانت الوثائق بنوعيها تُعامل بحرص حالها حال الكنوز والمواد النفيسة.
ومن هنا، كان لا بدّ لكل حضارة، متمثلة بتقسيماتها من دول و ولايات وبلدات، إيجاد أرشيف يضم المعلومات كافة، من وثائق تسهل حماية ممتلكات الأشخاص، وجودهم، وهويتهم، كذلك منتجهم الفكري والعلمي. وصنّفت داخل هذه الأراشيف ما كان من تأريخ للأحداث واكتشافات علمية واجتماعية، مكّنت، فيما بعد، الباحثين من قراءتها، تحليلها، والاعتماد والبناء عليها للوصول إلى شكل أكثر ملائمة للظروف الحالية.
كان للوثائق دور محوريّ في الحروب على مر العصور، حيث كانت القدرة على كتابة ما جرى بيد المنتصر فحسب. ومن هنا منحت الوثائق السرية والمذكرات الفردية المؤرخين إمكانية الاطلاع على رواية أخرى غير رواية المنتصر، وفهم الأمور من زوايا مختلفة - بلسان الضحايا أحيانا. 
لكنّ التقنيات الحديثة غيّرت هذه المعادلة، وزودّت الجميع بوسائل لتوثيق ما يحدث، إلى درجة كان فيها صوت الضحايا أعلى من صوت الجناة في بعض الأحيان. الأمر الذي يجعل الحفاظ على هذه الأصوات بتنوعها واختلافها أمرًا حيويا ومن سمات بناء ذاكرة المرحلة الراهنة.
التحوّل إلى الأرشفة الرقمية والإلكترونية، مثّل ضرورة أخرى يحكمها كثرة المعلومات التي تحتاج للأرشفة، وإيجاد طرق لحمايتها من التلف والفقدان والسرقة، وضمان ديمومتها، والأهم من ذلك فهرستها لضمان الوصول إليها بالسرعة المواكبة لما شهده العالم، في العقود الأخيرة، من انفجار للمعلومات لا يمكن اللحاق به عبر طرق الأرشفة الورقية القديمة.
وتمثل الحرب في سوريا مثالاً واضحاً على تطور مفهوم الأرشفة، خلال السنوات الاثنتي عشرة الماضية، إذ برزت ضرورات ملحّة ساهم في تشكيلها ومشكلاتها معاً، مجموعة من العوامل والتغيرات.
منذ عام 2011 بدأ صحفيون وناشطون و أفراد بنقل ما يحدث، فوجدوا في وسائل التواصل الاجتماعي، حديثة العهد في تلك المرحلة، وعبر تقنيات بسيطة، فرصة لإثبات وتوثيق الانتهاكات اليومية. تنوّعت المشاهد التي نشرها الناشطون على وسائل التواصل الاجتماعي، من لحظات الحياة اليومية والمعيشية، إلى آثار الدمار والتحركات العسكرية وتشييع الضحايا وغيرها الكثير. وسرعان ما نشأت صفحات اختصت بجمع المحتوى البصري والأخبار من مختلف أنحاء سوريا يومًا بيوم، ومثل ذلك تجارب الرصد الأولى ونوعًا من الأرشفة على وسائل التواصل الاجتماعي.
لكن أسبًابًا كثيرة بدأت تهدد هذا المحتوى بالفقد، أبرزها الحذف من قبل وسائل التواصل الاجتماعي نفسها. وهنا أدرك الصحفيون أن قنواتهم وصفحاتهم ليست أراشيف مُعتمَدة، ومن هنا، عاد مفهوم الأرشيف ليحتل مكانه مرّة أخرى كضرورة لحفظ الذاكرة وضمان صون هذه الوحدات الرقمية لسنوات طويلة.
منذ عام 2014 بدأ الأرشيف السوري يأخذ هذا الدور في عملية جمع، حفظ، وصون المحتوى المنشور على المصادر المتاحة عبر الإنترنت، بالإضافة إلى تنظيم هذه الوثائق بعد التحقق منها لتسهيل الوصول إليها واستخدامها لاحقًا. 
يتيح الأرشيف السوري المحتوى المحفوظ لديه ليكون موردًا هامًا للباحثين والصحفيين والمدافعين عن حقوق الإنسان، وذلك عبر قواعد البيانات والتحقيقات المنشورة على موقعه الإلكتروني. إضافة إلى الاستجابة للطلبات الخارجية للوصول إلى نسخ محفوظة من وثائق لم تعد متاحة على الإنترنت لاستخدامها ﻷغراض المناصرة، أو المساءلة والمحاسبة. 
وفي عام 2018 نشأت نيمنك <a href="https://mnemonic.org/">Mnemonic</a> المنظمة الأم للأرشيف السوري، والتي نتج عنها مشاريع أرشفة في دول صراع أخرى، <a href="https://yemeniarchive.org/">كاليمن</a> و<a href="https://sudanesearchive.org/">السودان</a> <a href="https://ukrainianarchive.org/">وأوكرانيا</a>، بالاستفادة من تجربة وأدوات الأرشيف السوري، والبناء عليها وفقًا للسياق الخاص لكل بلد.
كما الأرشيف التقليدي في خطر دائم خلال سنوات الحرب، من التلف والضياع، للأرشيف الرقمي أو الإلكتروني مشكلاته الخاصة في مواجهة سياسات الحذف المتبعة من قبل وسائل التواصل الاجتماعي، والتي زادت وتيرتها منذ عام 2017، وكان من الصعب التعامل معها أو إيقافها، بدخول الذكاء الاصطناعي لمراقبة وتفتيش المحتوى المخالف للسياسات الموضوعة من قبل هذه الوسائل، بغضّ النظر عن سياقات نشر المحتوى المختلفة
في اليوم العالمي للأرشفة، ترتقي مهمة وجود الأرشيف في أماكن الحرب والصراع، إلى شكل من أشكال المقاومة، إذ تأخذ على عاتقها محاولة تسجيل ما يجري ليكون إجابة على أي أسئلة راهنة أو مستقبلية، وعلى الأصعدة كافة، السردية والتأريخية والقضائية.

في اليوم العالمي للأرشفة.. الأرشيف بوصفه ذاكرة أمة وشاهد على أحداثها

The Syrian context—since its inception of the social movement in mid-march 2011—moving through various stages and transformations during the past 12 years has produced a huge amount of documentation, the hours of which exceed the hours of the conflict itself. The amount of visual, audio, and print material was not only produced by journalists and media organisations, but mostly citizens who suddenly found themselves on unequal battlefields. Their phone cameras were a means of communicating their voices to the world—in opposition to the singular voice of the media. 
It’s likely not a coincidence that activists and citizen journalists relied on social media. Facebook specifically was used during the first years of the Syrian conflict as the platform was popular amongst young Syrians shortly before the conflict.  Allowing communication far from what was permitted and prohibited by official media institutions, the social media site developed as a platform for coordination, alerts, and the dissemination of news and visual content because of its ease of use, low cost, and community. Each account then became an individual archive, acting as its own media institution.   
Although this use of social media platforms allowed for a transformation of accounts into individual archives for collecting visual content, users however did not have the necessary training to maintain their accounts and ensure the preservation of their content, which allowed for the removal of a significant amount of important content. The loss and deletion of content is because of many reasons, most notably the practices of suppressing or obscuring evidence by perpetrators of human rights violations—as occurred in the <a href="https://tvzvezda.ru/news/202131252-ti3eZ.html">bombing</a> of <a href="https://medical.syrianarchive.org/data/incidents/MF0000ZR">Al Kahf Hospital</a> by Syrian and Russian forces or in incidents where chemical weapons were used. The policies of social media platforms in removing graphic content, the targeting or closure of media organisations, the arrest or killings of content creators and removal of their pages, the damage of mobile devices and external hard drives, systematic reporting campaigns, and the lack of financial ability to safely archive this content has also led to the removal of vital content showing the Syrian conflict.

As of March 2023, 217 of the 1,751 Twitter accounts whose content is preserved by Syrian Archive are no longer available online. As for YouTube, 418 of the 4,226 channels whose content is preserved by Syrian Archive are no longer available online and about 443,111 videos already archived by Syrian Archive have been removed and are no longer available online. This is not to mention other platforms such as Facebook, where we do not have the statistics on the volume of removed content. 
This removal and loss of content online has a negative impact on both preserving the content and verifying what has happened, whether it is related to building evidence for litigation or understanding the history of the conflict 
The importance and volume of materials uploaded by activists on social media platforms as well as the automatic removal of content from these platforms using algorithmic systems, makes the process of investigating and highlighting the information included in the content difficult, specifically the vital processes of preservation and documentation. 
In light of the large number of incidents and difficult accessing and verifying these incidents while on Syrian soil, the threat of content removal or loss has increased the importance of archiving as a necessity for collecting, preserving, processing, analysing, and verifying content for later use in investigations conducted by humanitarian groups, journalists, international bodies, and accountability mechanisms looking into international crimes and human rights violations. 
The close relationship between building documents and archiving necessitates their mutual presence, sometimes one takes precedenceprecedent over the other, but each always necessitates the presence of the other.  Here, we do not mean building documents as in filming videos or writing news reports as thousands of journalists and citizen journalists have already produced, but rather the process of converting these materials of videos and reports into organised documents with attached analytical tags after they were fairly unorganised materials on the internet, most lacking metadata that would enable them to be found and used in the first case.  This process is the backbone of the concept of archiving. It allows the smooth access to information and the production of databases, thereby guaranteeing the accuracy of information and its reliability, the ease of search and access, and above all the preservation of documents from loss, damage, or deletion.  
Over the past twelve years, Syrian Archive has collected content from more than 5,000 sources showing the various areas of the Syrian conflict and has <a href="https://syrianarchive.org/en/data-archive">preserved</a> over 4.5 million materials, including text, videos, and pictures. Syrian Archive relies on these materials to <a href="https://medical.syrianarchive.org/">produce</a> <a href="https://syrianarchive.org/en/datasets/chemical-weapons">databases</a>, analyse and <a href="https://syrianarchive.org/en/investigations">investigate</a> prominent incidents in depth, in addition to responding to legal requests and other legal work to share materials preserved by the archive that are no longer available online and are directly related to human rights violations in Syria. 
These numbers are still increasing, and they only depict a part of what is happening in Syria. The internet contains a multitude of unarchived materials that are threatened by deletion or loss at any moment, making archiving projects a race against time to find any unpreserved content and saving it before it is lost forever. There are incidents where all its online documentation has been completely lost and is even inaccessible to the content creators themselves. Other incidents do have content available online but much less compared to the amount of content originally available online. Facing the difficulty of accessing lost content and the absence of witnesses, the archive is trying to keep alive—by saving what can be saved— a history at risk of loss. 
After twelve years, today Syria appears to be in its various regions an arena of conflict where hardly any day is without human rights violations. With the development of documentation and archiving processes, whether individual or institutional, there is increasing speeds and abilities in deleting, reporting, and diluting evidence, which poses greater challenges in preserving and restricting content threatened by loss or removal.  
This continuous and rapid erosion of content places the public between two obligations: a legal obligation to document what happened and preserve evidence of the perpetrators of violations; and a moral obligation to ensure the documentation of historical narratives, appreciating their diversity and providing them with a guarantee that they are not manipulated towards a single Syrian narrative as the matter is not only related to the past, but also is fundamentally related to the future, its tools, and its mechanisms.

Documenting and archiving: their role in achieving justice and writing the narrative

أفرز السياق السوري، منذ بدء الحراك الشعبي منتصف آذار 2011 مروراً بمراحل وتحولات مختلفة رافقته خلال السنوات الاثنتي عشرة الماضية، كمّاً هائلاً من الوثائق، فاقت ساعاته ساعات النزاع نفسه. هذا الكم من المواد المرئية والمسموعة والمقروءة لم يكن من إنتاج صحفيين ودور إعلامية فحسب، بل إن معظمه كان من إنتاج مواطنين وجدوا أنفسهم فجأة في ساحات حرب غير متكافئة، فكانت كاميرات هواتفهم وسيلتهم لإيصال صوتهم للعالم، بمواجهة إعلام الصوت الواحد.
لم تكن مصادفة، اعتماد الناشطين والمواطنين الصحفيين على وسائل التواصل الاجتماعي، فيسبوك خصوصاً في الحالة السورية خلال السنوات الأولى، فقد كان استخدام فيسبوك في السنوات السابقة للنزاع السوري رائجًا من قبل الشباب، وتطور التعامل معه بعدها كمنصة للتنسيق والتنبيه ونشر الأخبار والمواد المرئية، لسهولة استخدامه وقلة تكلفته ووصوله إلى أعداد كبيرة من الناس، بعيدًا عن المسموح والممنوع في المؤسسات الإعلامية الرسمية وأيديولوجياتها، من هنا تحول الأرشيف الفردي من الخاص إلى العام، وبدا كل حساب وكأنه مؤسسة مصغرة.
حوّل هذا الاستخدام وسائل التواصل الاجتماعي من مجرد منصات تواصل إلى أراشيف فردية لتجميع المحتوى البصري، إلا أن أصحابها لم يكونوا يتمتعون بالتدريب اللازم للحفاظ على المحتوى والتدقيق فيه، ما تسبب في حذف الكثير من المحتوى الهام. ويعود فقدان وحذف المحتوى إلى أسباب عديدة، من أبرزها ممارسات طمس الأدلة من قبل مرتكبي الانتهاكات -كما حدث في <a href="https://tvzvezda.ru/news/202131252-ti3eZ.html">تفجير</a> <a href="https://medical.syrianarchive.org/data/incidents/MF0000ZR">مستشفى الكهف</a> من قبل الحكومتين السورية والروسية، على سبيل المثال، أو في حوادث استُخدمت فيها أسلحة كيماوية - إضافة إلى سياسات مواقع التواصل الاجتماعي والمنصات في حذف المحتوى العنيف، استهداف أو إغلاق المؤسسات الإعلامية، اعتقال صناع المحتوى أو موتهم وإغلاق صفحاتهم، تلف الأجهزة المحمولة و الأقراص الصلبة الخارجية، حملات التبليغ الممنهجة، وضعف القدرة المالية لأرشفة هذا المحتوى في سحابات إلكترونية أو عدم الثقة.

حتى مارس/ آذار 2023، لم يعد 217 حساب تويتر متاحًا، وذلك من أصل 1751 حساب تويتر يحفظ الأرشيف السوري محتواه. أما يوتيوب: فمن بين 4226 قناة يحفظ الأرشيف السوري محتواها لم تعد 418 قناة متاحة على الإنترنت، وأزيل نحو 443,111 مقطع فيديو من المقاطع المؤرشفة لدى الأرشيف السوري. ناهيك عن منصات أخرى مختلفة مثل فيسبوك والتي لا نملك إحصائية عن حجم المحتوى المحذوف فيها.
وقد كان لحذف المحتوى وفقدانه أثره السلبي على أرشفة المحتوى والتحقق مما حدث. في الحالتين، سواء كان يخص المساهمة في بناء الأدلة للتقاضي، أو السردية التاريخية حول ما جرى في ذلك الوقت.
إن أهمية وحجم المواد المنشورة من قبل الناشطين بشكل عشوائي على منصات وسائل التواصل الاجتماعي، وخوارزميات إزالة المحتوى المستمرة على هذه المنصات، جعلا القائمين على إبراز هذه الوثائق أمام تحديات كبيرة، أهمها عملية الحفظ والتوثيق.
زاد ذلك كله من أهمية صناعة الأرشيف كضرورة ملحة لجمع، صون، معالجة، تثبت، والتحقق من هذه المواد لاستخدامها لاحقًا في التحقيقات التي تجريها المنظمات الإنسانية والصحفيون والهيئات الأممية وآليات المساءلة، بشأن الجرائم الدولية وانتهاكات حقوق الإنسان، في ظل كثرة الحوادث وصعوبة الوصول والتحقق من قبل هذه الجهات على الأرض السورية.
استدعت العلاقة الوثيقة بين بناء الوثائق والأرشفة وجودهما معاً، أحياناً تسبق إحداهما الأخرى، لكن كل منهما تستدعي وجود الأخرى دائماً. ولا نقصد ببناء الوثائق هنا تصوير مقاطع الفيديو أو كتابة الأخبار والتقارير وما أنتجه آلاف الصحفيين والمواطنين الصحفيين، حتى الأشخاص الموجودين في المكان ونقلهم لما حدث فقط، لكن الأمر يتعدى ذلك إلى تحويل هذه المواد إلى وثائق منظمة ومرفقة بوسوم تحليليّة بعد أن كانت موادًا عشوائيّة على الإنترنت تفتقر في معظمها لبيانات وصفية تمكّن من الاعتماد عليها بحالتها الأولى. تمثّل هذه العملية العمود الفقري لمفهوم الأرشفة، وتتيح وصولاً سلساً لتلك المعلومات وإنتاج قواعد البيانات ما يضمن دقة المعلومة والتوثق منها، وسهولة البحث والوصول، وقبل ذلك الحفاظ على هذه الوثائق بمأمن من الضياع والتلف والحذف.
جمع الأرشيف السوري، خلال السنوات الاثنتي عشرة الماضية محتوى ما يزيد عن 5 آلاف مصدر في مختلف مناطق النزاع السوري، <a href="https://syrianarchive.org/en/data-archive">وصان</a> أكثر من 4.5 مليون مادة، ما بين نص وفيديو و صورة. يعتمد الأرشيف السوري على هذه الخزينة <a href="https://medical.syrianarchive.org/">لإنتاج</a> <a href="https://syrianarchive.org/en/datasets/chemical-weapons">قواعد البيانات</a>، تحليل بعض الحوادث البارزة <a href="https://syrianarchive.org/en/investigations">والتحقيق فيها</a> بعمق، إضافة للاستجابة للطلبات والعمل القانوني، لمشاركة مواد يحفظها الأرشيف ولم تعد متوفرة على الشبكة و مرتبطة بشكل مباشر بانتهاكات حقوق الإنسان في سوريا. 
ما تزال هذه الأرقام في تزايد مستمر، وهي لا تصوّر سوى جزء مما يجري في سوريا، إذ تحتوي شبكة الإنترنت أضعاف هذه الأرقام من المواد غير المؤرشفة والمهددة بالحذف أو الفقد في أي لحظة، وهو ما يجعل مشاريع الأرشفة في سباق مع الزمن للعثور على هذا المحتوى وحفظه قبل فقده للأبد. هناك حوادث فقدت المحتوى الذي يوثّق وقوعها بشكل كامل، لم يعد الوصول إليها ممكنًا حتى من قبل منشئي المحتوى أنفسهم. أحداث أخرى محتواها الرقمي موجود على الانترنت لكن بحجم أقل من المحتوى الأصلي الذي كان متوافراً. ومع صعوبة أو استحالة الوصول إلى المحتوى المفقود وغياب الشهود والنسيان تضيع ملامح من تاريخ يحاول الأرشيف أن يبقيه حيًا بإنقاذ ما يمكن إنقاذه.
تبدو سوريا اليوم، بعد اثنتي عشرة سنة، ساحة للصراع في مختلف مناطقها، إذ لا يكاد يخلو يوم من انتهاك، ومع التطور الجاد في عمليات التوثيق والأرشفة سواء الشخصية أو المؤسساتية هناك سرعة أكبر في عمليات الحذف والتبليغ وتمييع الأدلة والوثائق، ما يفرض تحديات أكبر في الحفاظ على هذا المحتوى أو استرجاعه خوفاً عليه من الضياع أو التلف.
إن هذا التآكل المستمر والسريع للمحتوى يضع الجميع أمام التزامين، قانوني، في محاولة توثيق ما حدث والحفاظ على الأدلة على مرتكبي الانتهاكات، وأخلاقي يضمن توثيق السرديات التاريخية على تنوعها، ورفدها بما يضمن عدم التلاعب بها في حرب السردية السورية الواحدة، ذلك أن الأمر لا يتعلق فقط بالماضي، لكنه يتعلق بشكل جذري بالمستقبل وأدواته وآلياته.
